Safety Standards For Children's Shoes Export

Reporters learned from the China Light Industry Arts and crafts import and Export Chamber of Commerce, recently, the Consumer Goods Safety Improvement Act came into effect. Although the bill is aimed at all imported and sold children's products in the United States, about 8 of the children's shoes imported from the United States are made in China. The promulgation of the bill poses new challenges to the export of Chinese children's shoes.

The new legislation has mainly made improvements in four aspects: the lead content in children's products and the requirement for the limit of o-benzoic acid two formic acid; compulsory inspection and certification by the approved third party; mandatory retrospective labeling requirements; and aggravating the intensity of violation.

According to the bill, the limit change of lead in children's paints will be reduced by nearly ten times, from the current 0.06% to 0.009%; permanent prohibited children's products contain more than 0.1% of two DEHP, DBP, and three BBP compounds.

In addition, certain children's products shall be subject to authorized third party testing and certification. Each shipment must be accompanied by a certificate of application and a copy of the certificate should be sent to any distributor or retailer who receives the goods. Each certificate should include at least the date of manufacture, the date and address of the test, and the contact information of the testing institution. The relevant chamber of Commerce said that the above mandatory measures will inevitably increase export costs and make export procedures more complicated.

The bill also stipulates that children's products manufacturers should stick permanent and clear markings on products and their packages, including the date of production, batch number and other identification features of the products, so as to facilitate better recovery of sources when recycling or reporting. This requirement will come into effect one year after the effective date of the bill.

It is reported that the consumer goods safety improvement act will be fined up to 100 thousand dollars.
