Putian Relies On The Export Base Of Shoe Industry To Bring New Opportunities.

　　福建日前启动了首批15个重点商品出口基地建设，莆田市是以建设鞋出口基地为主的，这给该市鞋业发展带来了新的机遇。眼下，莆田市正紧紧抓住这个出口基地的作用，政府、企业携手通力合作，共同发展莆田鞋革产业。

    　　制鞋产业是莆田市目前最大的产业，全市鞋业企业有2100多家，从业人员50万左右。2009年，鞋业行业虽遭受国际金融危机等严峻冲击，该市制鞋产业出口总额仍同比增加了5.6%，今年1至2月份出口增长高达20.4%。

　　在3月底举行的莆田市2009年度十大工业新闻暨十大民营工业经济人物颁奖典礼上，中国·莆田鞋业服装城盛大开业、莆田鞋类品牌“Clorts”代表“中国制造”形象在美国CNN上热播、中国首个鞋业研发设计中心落户莆田等3个工业新闻与鞋业有关。

　　而2009年度莆田市十大民营工业经济人物，鞋业上占了2位。在莆田，鞋业与工艺美术产业分别提前两年、提前15个月实现“十一五”既定的200亿元、50亿元目标。

　　以兑现省委、省政府《关于扶持中小企业经营发展的若干意见》等一系列优惠政策，并进一步创造扶持壮大鞋业企业发展的良好环境。在莆田市委、市政府的大力支持下，3月31日莆田市嘉华投资担保公司成立，该公司注册资金9999万元，实际到资9999万元，是目前莆田市实际到资最多的担保公司，也是莆田市鞋业行业第一家投资担保公司，它的成立后将有效解决莆田中小制鞋企业融资难问题，专门为鞋业行业中小企业提供便利快捷的融资担保业务的服务机构。

The national footwear inspection center of Putian is a National Key Laboratory of footwear inspection authorized by the State Administration of quality supervision, inspection and Quarantine (AQSIQ) and the China National Accreditation Committee for conformity assessment (CNAS). It integrates testing, R & D, marking, information collection, personnel training and international exchanges. It is currently the largest and most comprehensive footwear professional testing organization in China.

The center has a total of about 30000000 yuan domestic and foreign advanced testing equipment and testing standards or methods. It is fair, scientific, accurate and efficient to carry out more than 400 items of routine physical performance, physical safety performance, chemical safety performance and hygienic and antibacterial properties of 43 kinds of footwear products and shoes materials, leather, plastics, rubber, textiles and metal accessories.

　　中心按照ISO/IEC17025国际标准建立和实施实验室质量管理体系，获得CNAS认可和CMA认证，可随时跟踪国际先进技术，主持和参与制修订多项国家标准和行业标准，具备相关技术水平领先地位。莆田市提出要进一步发挥“国家鞋类检测中心”、“中国鞋业研发设计中心”、“中国鞋业信息中心”、福建制鞋行业技术开发(莆田)基地等的作用，积极倡导企业创建省级企业技术中心的做法，加强产学研合作，推进制鞋科技成果转化，不断提升自我创新和自行设计开发能力。并引导企业积极参与各类标准制定，推广质量体系认证，引进培养人才，提高管理水平，致力技术创新，做强做大企业，争取每年都有一两个国家级品牌，若干个省级品牌出现。

   　　 莆田鞋业协会是个民间协会，在该市鞋业发展过程发挥着重要的作用。眼下，这个协会正不断协助推进该市制鞋产业转型升级，提升制鞋产业市场核心竞争力。同时，不断拓展工作领域，组织行业与台湾同业公会进行深度对接，力求在对台先行先试方面有新的突破。
