By the Hebei Provincial Department of Commerce, the finance department, the Shijiazhuang customs and the provincial entry exit inspection and Quarantine Bureau, the certificate was identified as "Hebei textile and garment (Jinzhou) export base", and became the only county in Shijiazhuang area that was recognized as a provincial export base.

The textile and garment industry in Jinzhou has been developing since 80s. In recent years, it has been growing rapidly under the guidance of a series of policies to promote development of the city government.

The products range from more than 50 cotton varieties, white cloth, bleached dyed fabrics, hats, towels, clothing and so on to six series of more than 50 varieties, producing 180 thousand tons of cotton yarn, 500 million tons of white cloth, one hundred million cap, 6 million 500 thousand sets of clothes, and towel 200 million articles.

In accordance with the relevant regulations of the provincial government, Hebei's provincial export bases and enterprises will further strengthen their support. In accordance with the principle of "bundling" and decentralization of policies, the "five priorities" should be implemented: priority should be given to the registration of foreign trade operators and the printing authority of export licenses; priority should be given to import and export quotas and business qualifications of important commodities; priority should be given to various national and provincial trade promotion funds; priority should be given to exhibitions such as Canton Fair and China Fair, and priority should be given to the development of online international trade.
