President Xiaoping: Preliminary Ideas And Policy Suggestions On The Next Step Of China Chemical Fiber Association

Respected vice president Xu Kunyuan, President Zheng Zhiyi, deputy director Wang Wei, honorable member enterprise leaders and representatives:

We can successfully elect China at the fifth general meeting today.

Just now, President Zheng Zheng made a work report on behalf of the fourth council, summarizing the work of the past five years.

Comrade Zheng Zhiyi served as chairman and chairman of the Association for a total of twelve years. During this period, President Zheng worked hard and worked hard to lead the Fourth Council and Secretariat to make great contributions to the development of China's chemical fiber industry and the development of the association. The following four aspects are mainly manifested in the following aspects:

First, for China.

During this period, President Zheng Zhiyi presided over the formulation and implementation of the two five year plan. The output of chemical fiber increased from 5 million 100 thousand tons in 1998 to 27 million 260 thousand tons in 2009, which is 5.3 times that of 1998, with an average annual growth rate of over 15%, accounting for 60% of the world's chemical fiber output.

The differential rate of chemical fiber products increased from 20% in 1998 to 42.7% in 2009, and 1 million 580 thousand tons of chemical fiber products from 1998 to 620 thousand tons in 2009.

The proportion of chemical fiber in clothing, decoration and industrial use has been adjusted from 61:26:13 to 50:28:22, and the proportion of chemical fiber in total textile fiber processing has increased from 55% to 70%.

Although in the "12th Five-Year plan", we still put forward the goal of making a strong nation of chemical fibre, but I personally believe that from the above data, objectively speaking, China has become a strong power in the conventional field of chemical fiber, at least the gap between the strength of chemical fiber and strong power has not been very large.

Two, it has made outstanding contributions to standardize the market order of chemical fiber and create a fair, just, harmonious and reasonable competition environment.

From the beginning of his presidents, President Zheng Zhiyi put forward three central tasks: "cracking down on smuggling, standardizing processing trade and anti dumping".

Among them, "cracking down on smuggling and standardizing processing trade" has established a long-term cooperation mechanism with the Customs General Administration's smuggling office.

The smuggling of chemical fiber products gradually disappeared in the following 1999 and 2000, and the efficiency of the chemical fiber industry steadily recovered.

The success of the anti-dumping case of polyester chips, polyester staple fibers and spandex has won favorable time and space for the profits and rapid development of the industries mentioned above.

Industry self-regulation of polyester staple, cord fabric, viscose filament and PTA has also played a positive role in stabilizing the market and avoiding vicious competition.

Three, to strive for national policy support, and promote the development of industry and technological progress made outstanding contributions.

Under the direct leadership of President Zheng Zhiyi, the association obtained 130 government debt discount projects supporting enterprise development and technological pformation from ten to 130 years, with a total investment of 23 billion 900 million yuan and a discount of 3 billion 500 million yuan.

The implementation of these projects has greatly promoted industrial development and technological progress in the industry.

Four, made outstanding contributions to the reform and development of China Chemical Fiber Association.

In the past ten years, the association has set up a compound talent team that integrates chemical fiber technology, international trade, law, exhibition and so on, focusing on adapting to the market economy, changing the functions of the association, serving the industry and improving the service level. The internal organization of the association has been perfected and the division of responsibilities has been further clarified. The staff of the Secretariat has grown from about 15 in 1998 to 30 at present.

Of course, in the past ten years, under the direct leadership of vice chairman of the China Textile Industry Association and vice chairman Xu Kunyuan, under the direct leadership of President Zheng Zhiyi and vice president Ye Yongmao, the association has developed a lot of other fruitful work around the development of the industry.

On behalf of the Fifth Council of the China Chemical Fiber Association, I would like to express my heartfelt thanks and respect to the president Zheng Zhiyi and vice president Ye Yongmao for years of hard work.

In fact, I really feel very stressed, because under the leadership of President Zheng Zhiyi and vice president Ye Yongmao, the work of industry and association has reached a new height.

I would also like to invite you as my old leader and senior supervisor, President Zheng Zhiyi and vice chairman Ye Yung Mao to continue to play a role in helping me and supporting me. Helping me is helping the association and supporting me. This is to support the industry and jointly create a new prospect for China's chemical fiber industry.

Next, I would like to brief the general assembly and leaders on the tentative idea of the next step.

First, thoroughly investigate and study, understand the current situation of enterprises and enterprises, further tap the needs of enterprises, increase service contents, improve service quality and improve service levels.

After I returned to the association, some enterprises put forward standards and market access problems such as industrial yarn, aramid, vinylon and so on. Some enterprises proposed to support the development of new products and promote cooperation with downstream industries through professional organization testing and association OEM, and some enterprises proposed to organize professional technology promotion and policy support around green, low carbon, energy saving and consumption reduction. Some enterprises also proposed to increase efforts to improve some Specialized Committee work and strengthen industry self-discipline.

I am going to visit the relevant enterprises for 2~3 months or even half a year to do an in-depth research, find out the situation and find out the problems. Besides these questions, what are the problems, what are important and what are more important, and then work out the focus and plan for the service of the enterprises and industries according to the actual situation and needs of the industry and enterprises.

Two, intensify the revision and improvement of the "12th Five-Year plan" of the chemical fiber industry, and effectively promote the realization of the planning objectives.

Under the current macro economic background of the world and China, there are several issues that deserve our attention and are closely related to the formulation and improvement of the 12th Five-Year plan:

1, the debt crisis in European countries is still likely to erupt, thereby dragging the pace of global economic recovery, but the possibility of a two dip is unlikely.

2, with the further recovery of China's exports, the pressure of RMB appreciation has gradually increased, and the economic circles and the market generally expect to appreciate by 3 percentage points.

For the chemical fiber industry, short-term profit is bad.

3, loose monetary policy has shifted to moderately loose or even tight monetary policy.

We should optimize the structure of bank credit and reduce the amount of money that can be repeated and simply expanded.

4, green, low-carbon, energy saving, environmental protection and sustainable development have become the fashion and pronoun of China and even the world's economic development. Changing the mode of economic growth and promoting industrial upgrading and enterprise pformation has become a new engine to stimulate China's economic growth.

Against this background, the research and formulation of the "12th Five-Year plan" for the chemical fiber industry should focus on several key tasks.

1, do a good job of fiber new material "12th Five-Year" development plan.

Entrusted by the State Council, the Ministry of industry and information technology is formulating the "12th Five-Year" development plan of the national new material industry, and plans and promotes the development of the new material industry from the height of national strategic development, military, security and sustainable development.

As one of the sub planning projects, new fiber materials have received the attention of the state and the support of government departments, and also provided direction and opportunities for the pformation and upgrading of chemical fiber enterprises.

We should draw useful experience and lessons from the past few decades in the development of carbon fiber, pform our development ideas, change the development mode, concentrate our efforts and mobilize the resources of the whole society to promote the development of new fiber materials.

2, do a good job in biomass fiber and biochemical raw materials "12th Five-Year" development plan.

About the development of biomass fiber, President Zheng Zhiyi has made a detailed exposition in the day before yesterday at the international chemical fiber conference.

Next, we should specifically study the breakthrough direction, development mode, development mode and the support of the government's industrial policy in this field.

3, promote upstream and downstream industrial chain cooperation, enhance enterprise innovation capability

Upgrading the innovation capability of industries and enterprises is an important part of the 12th Five-Year plan. In the past, we usually used differential and high added value to express innovation ability. This time, we put forward the concept of differentiation, which contains more rich contents. It includes not only the concept of differentiation and high added value, but also the innovative system, the source and components of innovative raw materials, the innovative manufacturing process, the completely different product characteristics and styles, and so on. This is the real innovation.

In the past, we usually encouraged innovation by means of public opinion and policy support. In the future, we should make more use of market forces to promote our innovative products and enhance our innovation ability through cooperation in upstream and downstream industrial chains and cooperation between upstream and downstream professional associations.

4, social responsibility, green low carbon, energy conservation, environmental protection and sustainable development should always run through the formulation and implementation of the 12th Five-Year plan.

At the previous international chemical fiber conference, experts and scholars at home and abroad have talked a lot about this problem and have formed many consensus.

The first two days I just saw the first draft of the "12th Five-Year plan" of recycled polyester industry was inspired by many things.

In the absence of policy support, the processing capacity of recycled polyester has reached 7 million tons, and its output has exceeded 4 million tons. It has become a typical representative of low carbon and circular economy in the chemical fiber industry.

In the future, we should seriously study the development of this industry and standardize and support the development of recycled polyester industry from the policy level.

Three, earnestly promote industrial restructuring, promote industrial upgrading and enterprise pformation, and enhance the overall innovation capability of industries and enterprises.

Before taking office, the leaders of the textile association specially talked to me, and put forward the hope and request for the product development and innovation system construction of the chemical fiber industry.

I want to focus on innovation, there are currently three tasks to do: first, organize several innovative industry alliances in the industry, strive for policy support from the Ministry of science and technology, and create a new mode of industry university research cooperation; two, play the supporting advantages of the existing industrial clusters of several chemical fiber clusters, cooperate with local governments, and promote the innovation system within the cluster; three, with the advantage of the comprehensive industrial chain of the textile association, strengthen cooperation with downstream industry associations, and promote the brand building of innovative products by means of standards, testing and OEM.

Four, the strategy of going out in essence to promote industrial pfer.

I said going out without saying that the pfer to the Midwest was due to the characteristics of the production and pportation process of chemical fiber and chemical fiber raw materials and the relatively few characteristics of employing people, which determined that our industry may not need or is not suitable for pferring to the central and western regions.

The strategy of going out actually contains two aspects: first, the export of products, and the two is the export of capital.

The export of products has been effective and will continue to grow. Therefore, during the "12th Five-Year" period, our focus is to encourage capital output, mainly for two purposes. First, integrate resources, such as crude oil, primary chemical products, chemical fiber and wood pulp, and so on, two is to occupy emerging markets.

Local chemical fiber enterprises in Wujiang have invested in Vietnam and are rushing to the market.

Recently, one of our viscose enterprises is said to have successfully acquired a chemical fiber factory in Canada and has made a good start.

Five, accelerate the formulation and improvement of product standards and standards, speed up standardization work in line with internationalization, and promote the establishment of market access system and compulsory use system of some industrial chemical fiber products.

The occurrence of geological disasters, CCTV fires and so on, and the occurrence of these events have sounded the alarm bell, which has attracted the attention of the relevant departments of the state and the government. This has also become a great opportunity for the development of industrial chemical fiber products. At the same time, we must speed up the formulation and improvement of relevant product standards, and establish standards and systems for market access and mandatory use. This work is expected to get cooperation and support from enterprises.

At the same time, because this work involves a wide range of work and coordination workload, we should also prepare for long-term tackling problems.

Six, strengthen investment guidance, improve early warning mechanism, avoid duplication of construction, low-level extension and blind investment.

Social capital is always looking for a way out.

Recently, some friends came to see me. They had money in their hands. They saw the chemical fiber making money and asked me what items to vote.

On the whole, we do not advocate that there are too many new entrants, advocating the development on the basis of existing enterprises.

In the past two years, our efficiency has been good, but we can not relax our vigilance. We must also attach importance to and improve the industry early-warning mechanism so as to avoid blind investment.

Above is a brief report of my work assumption to the conference. The above six aspects can be summarized as: "upgrading service level, implementing the five year plan, accelerating pformation and upgrading, promoting export pfer, strengthening quality standards, and guiding investment orientation".

I believe that as long as our association is working hard on six aspects, with the support of all the member enterprises and the joint efforts of the comrades, the work of the association will become better and better. China's chemical fiber industry will surely have a better tomorrow.
