The reason for the recall of textiles is that the azo dyes will release carcinogens. These products have been banned from sale after being notified, and some have even been destroyed. The same problem products have been refused to enter the European Union.


The RAPEX bulletin is only the tip of the iceberg for EU enforcement of REACH. Following the launch of the first REACH joint law enforcement in April 2009, the EU has implemented more than 200 REACH joint law enforcement inspections. EU law enforcement efforts against REACH continue to be strengthened. At present, the EU chemicals administration is building a REACH registration information platform which is shared with the customs. After the platform is successfully built, the REACH inspection of the EU customs will become routine inspection. This will bring severe tests to China's chemicals related products.


It is understood that the law enforcement efforts of EU countries are different for REACH regulations, among which the penalties in Britain and Germany are the most severe. In addition to setting a very high fine, Britain can also impose criminal penalties. In Germany, an offence resulting from negligence registration is liable to a fine of up to 100 thousand euros; the offense resulting from negligence authorization will be subject to 1 years' imprisonment or an appropriate fine; if it is harmful to human health or the environment, it will be sentenced to a maximum of 5 years' imprisonment.
