The Municipal Environmental Protection Bureau will set up the "Chengdu special environmental protection action in 2011" with many units such as the Chengdu Municipal Development and Reform Commission, the Municipal Supervision Bureau, the Chengdu Electric Power Bureau and so on. It will focus on inspecting and renovating the illegal sewage enterprises in four stages.
Among them, lead pollution enterprises, lead-acid battery manufacturers and so on will become the focus of remediation. Once there is no compliance and violation, all of them will stop construction and stop production.
According to the relevant personages of Chengdu Environmental Protection Bureau, the special action will control heavy metal pollution of key industries and enterprises, strengthen supervision over the environment of industrial parks such as electroplating and leather making, and resolutely eliminate small-scale smelting enterprises which fail to meet environmental protection requirements, and urge heavy metal emission enterprises to carry out cleaner production audit.
Among them, the environmental violations related to lead polluting enterprises and lead battery manufacturers are the focus of remediation and attack.

In case of impact assessment or failure to meet the requirements of environmental impact assessment, no environmental pollution control facilities, pollution control facilities, or excessive discharge will be implemented if environmental protection and labor protection are not in place.
In addition, special actions will be carried out in accordance with relevant laws and regulations to investigate 5 types of environmental violations, including illegal dumping, landfill and incineration of hazardous wastes, illegal pfer of hazardous wastes to non corresponding categories, disposal of qualification units and individuals.
Before November 15th of this year, Chengdu will complete the tasks of pollution control and deadline management.
