In January 19th, the European Union published the Resolution No. 2008/63/EC of the European Commission in the official gazette to extend the effective period of current environmental protection standards for 5 categories of products, including shoes, textiles, television, hard ground and detergent.

Textile related environmental label standards are applicable to textile garments and accessories, and indoor textiles containing at least 90% textile fibers by weight.

The author notes that the developed countries use green barriers (environmental barriers) to form a new protection network in the international market. The use of green signs has become a passport for China's textile and clothing to enter the international market.

In fact, facing the competitive situation at home and abroad, China's textile printing and dyeing and garment enterprises are facing a dilemma of environmental protection.

On the one hand, in order to adapt to the increasingly high threshold of environmental protection in the international market, enterprises should participate in the international market competition with high-quality environmental protection products.

To this end, enterprises must have large input, and these investments will hardly see returns in the short term, or even drag down enterprises.

On the other hand, for domestic enterprises, the development of environmental protection products lacks the consensus of the whole society.

Enterprises develop green production technology and produce green and safe products, although it is beneficial to open the international market, but for those enterprises which are mainly domestic sales, the implementation of ISO14000 environmental quality certification seems to be of little significance.

Because at present, the domestic market does not enforce the green logo, many consumers do not require environmental products.

If the average profit accounts for only 20% of the sales revenue, if the environmental protection investment is increased, the enterprise will lose more.

Experts have also said that increasing the development of green products and strengthening environmental governance will certainly increase the investment of enterprises temporarily, but in the long run, this is the only way to upgrade the textile industry.

The statistics obtained by the China Textile Industry Association show that the total amount of waste water discharged from the textile industry is generally over 11 million tons / year, accounting for about 6.5% of the domestic industrial wastewater discharge, ranking the top ten in the wastewater discharge of various industries.

COD emissions are about 300 thousand tons / year, accounting for about 5% of the total industrial emissions in the country.

A considerable portion of the wastewater is directly discharged into the sea and river.

To reduce the pressure on the ecological environment in the textile and dyeing industry, it is imperative to promote industrial restructuring.

The author believes that the shortage of funds will inevitably cause pressure on the environmental input of enterprises. The scale enterprises can appropriately adjust the quantity of production, give priority to the production of high and new products, increase the profits of enterprises, and then invest in environmental protection in a timely and appropriate manner.

This will help enterprises form a good production pattern.

In the future, the future and development space of enterprises will also become a watershed with the increase of environmental protection, resulting in the strong and weak trend of enterprises. Those enterprises that can not adapt as soon as possible will eventually be eliminated.

However, the author also noted that some regions have begun to appropriately control the scale of printing and dyeing industry according to the regional water environmental capacity, and promote the pition from economies of scale to efficiency in the printing and dyeing industry.

I believe that in 2008, in terms of energy conservation, emission reduction and green environmental protection, although textile and garment enterprises have various problems to solve, accelerating the green environmental protection project of China's textile industry is still the goal of enterprises to enter the international market, and is also the needs of people's livelihood.

In the future, enterprises that have been pformed and upgraded after the baptism of environmental protection will eventually gain new space for development.

Of course, it can not be ruled out that in 2008, the state will continue to intensify environmental remediation efforts, strictly enforce environmental standards, and implement energy saving and emission reduction targets, and the textile and garment industry is bound to undergo a more severe test.
