Zhang Jun said, first, we should actively declare and obtain the right to contract the contract; two, we can "borrow qualification" from qualified enterprises and borrow stairs to go upstairs; three, we must cooperate with qualified and strong enterprises, "indirectly participate" in overseas project contracting, and achieve the voyage by ship.
