It was determined that its skills champion could be determined by jobs such as sewing, ironing, cutting and so on. On the one hand, it promoted the improvement of workers' skill level, and on the other hand, it could serve the development of enterprises.
Dai Zhushui said that the duties of trade unions are not only to safeguard the rights of workers, but also to the rights of enterprises and the development of enterprises should be the focal point of trade unions. The same is true for joint ventures. He asked the trade unions to achieve "two rights of employees and enterprises together, two interests to protect, and two development to promote together", so as to create harmonious labor relations in joint ventures.
