Q: E-commerce is a very hot field nowadays. What do you think is the practical significance and future value of developing e-commerce for Xiamen's economy?

A: Why should Xiamen vigorously develop e-commerce? First, for the government, it is a new starting point to stimulate domestic demand, develop the economy and optimize the industrial structure; For enterprises, it is a new way to open up domestic and foreign markets, reduce operating costs and improve circulation efficiency; For consumers, it can reduce shopping costs, improve consumption convenience and meet personalized needs. Xiamen has a small hinterland and limited development space for traditional industries, but its logistics, ports and leisure tourism industries are developed. It is of great significance for an export-oriented city like Xiamen to accelerate e-commerce for enhancing its competitiveness and sustainable economic and social development.

Q: Since e-commerce is so important to Xiamen, does Xiamen have plans for it?

A: In June this year, led by the Bureau of Commerce Electronic Commerce The Development Plan (2014-2018) was officially implemented with the approval of the municipal government. According to this plan, in 2018, that is, four years later, Xiamen will strive to exceed 400 billion yuan in e-commerce transactions, and the online retail sales will account for more than 20% of the total retail sales of consumer goods in the city that year. The overall development level and competitiveness of e-commerce will reach the leading position in China, Establish and stabilize Xiamen's position as the "e-commerce center city" on the west side of the Straits.

What is this concept? Last year, the volume of e-commerce transactions in our city was 150 billion yuan, and the volume of online retail sales was 6 billion yuan. That is to say, four years later, what we hope is that the volume of transactions will more than double, and the proportion of online retail sales will more than triple. It can be predicted that in the next five years, e-commerce will move from a period of rapid growth to a period of rapid growth.

Q: What weaknesses does Xiamen have to face in order to achieve this goal?

A: The development of e-commerce in Xiamen has a good foundation, but it does face considerable challenges and pressure. It is not easy to achieve this goal.

There are four main weaknesses. First, there is a lack of large-scale e-commerce platforms, both B2B and B2C platforms are insufficient, and they are relatively disadvantaged in the e-commerce industry chain competition. Secondly, the construction of industrial clusters is relatively lagging behind, and no large-scale e-commerce industrial park has been formed. The third is the shortage of talents, especially the lack of compound middle and high-end e-commerce talents who master modern information technology and are proficient in modern business practices. The logistics system also needs to be improved. At present, there is no carrier platform specially used for e-commerce logistics warehousing and distribution. The professional service capacity is weak. The urban logistics distribution, especially the "last mile" distribution, has not been well solved.

Q: What are the directions to promote the development of e-commerce in Xiamen?

A: In short, there are three aspects: focusing on the environment, the park and the platform. First of all, we should straighten out the relationship between various aspects and create a good development environment for the development of e-commerce; Secondly, we hope to build three large-scale e-commerce industrial parks within the planning period to form the industrial agglomeration effect. Third, we hope to support a number of e-commerce platform industries, such as promoting the establishment of a B2B e-commerce platform with an annual turnover of more than 30 billion yuan, an online retail e-commerce platform with an annual turnover of more than 10 billion yuan, and an integrated cross-border trade e-commerce service platform with an annual turnover of 50 billion yuan.

The overall pattern of the national e-commerce platform has basically taken shape. Xiamen has limited space to develop large platforms. At present, it hopes to focus on supporting vertical, professional and regional e-commerce platforms, such as tea, building materials, Buddhist furniture, foreign trade, shoes and clothing, which have a relatively basic platform in Xiamen.

Q: In this process, you think government What role should the department play?

A: E-commerce is a rapidly developing industry with a long span (spanning franchised stores), fast fission and wide derivation. It is difficult to guide management with traditional thinking mode and traditional ways. I think the first task for the government is to create a good environment for the development of e-commerce and a loose, standardized and fair development environment. There are many fields and departments involved in e-commerce, and the work is endless. Therefore, Xiamen has set up a leading group for e-commerce demonstration cities. The office is in the Bureau of Commerce, responsible for overall coordination. We also hope that the competent departments of various industries can formulate classification guidance from the perspective of their respective industries, and at the same time, they should have more service awareness Electronic Commerce The guiding principle of "more giving and less taking, more help and less regulation, more laxity and less control" is to serve e-commerce enterprises well.
