GSP is a universal, non discriminatory and non reciprocal tariff preferential system for developed countries to export manufactured goods and semi manufactured goods (including some primary products) to developing countries.

According to the relevant regulations, a certain category of products from the beneficiary countries is deemed to be competitive and occupy a certain market share by the European Union. Such products in this country will be "graduated" by the European Union and no longer be given the GSP treatment.
