Sun Ruizhe introduced that since the launching of the "13th Five-Year plan" research and compilation work, the China Textile Industry Federation has discussed extensively on how to take a new position in the new era as an important topic.

According to the world situation and national conditions, for a long time, the status of the textile industry as a traditional pillar industry and important livelihood industry of our country will not change. The international competitive advantage based on the comparative cost level is being further pformed into the new international advantage of the industrial chain level.

This reflects the new characteristics of the optimization of the structure and layout of China's textile industry, and plays a decisive role in the creation of supply and demand and market allocation of resources.

The textile industry should highlight the integration of technology and fashion and the diversification of terminal consumption, and further recognize the important role of the textile industry in national economic and social development under the new situation.

Therefore, in the textile "13th Five-Year" plan, we put forward an industry positioning expression that has been adjusted in the past: the textile industry is a traditional pillar industry in China, an important livelihood industry and an industry that creates new advantages of internationalization. It is a combination of technology and fashion, clothing consumption and industrial use. Sun Ruizhe continued to point out that under the new positioning, there are three major relationships that need to be improved in order to achieve sustainable development.

The first is the relationship between industry and society.

Under the new positioning, what changes will the goal of the "13th Five-Year plan" for the industry? Sun Ruizhe pointed out that the target system of the textile "13th Five-Year" plan includes several aspects, such as industry growth, structural adjustment, technological innovation, brand building, and green development.

Among them, the industry growth targets include three indicators of industrial added value, total export volume and fiber processing volume, namely, maintaining reasonable growth, maintaining a stable share of the international market, maintaining a basically synchronized level with the world average growth rate, continuing to reflect the industry's contribution to the rapid growth of the national economy, ensuring export and stable employment, and laying emphasis on improving the quality and efficiency of textile products.

The objectives of structural adjustment include: the proportion of fiber consumption of clothing, home textiles and industrial textiles, of which the proportion of industrial fiber consumption accounts for 1/3; the total labor productivity index reflects the effectiveness of industrial upgrading; the main business income of textile industry in the central and western regions accounts for a further proportion of the whole country.

The goal of scientific and technological innovation is to consider the index of R & D input intensity, the average annual growth rate of invention patents and the two integration index of key enterprises.

At present, there is no national macro planning and the existing index system as a reference. Therefore, we plan to adopt indicators that reflect the brand development goals of the textile industry and widely identify them. We should initially establish the social responsibility building and brand cultivation management system as a reference target.

The green development goals include both the constraint indicators for energy conservation and emission reduction, as well as the total textile fiber index with the characteristics of the textile industry.

Development focus: focusing on the five concepts

Sun Ruizhe pointed out that although the compilation work is still in progress, the theme of the textile "13th Five-Year" work has already been fixed, and the development concept of "innovation, coordination, green, openness and sharing" will be the main axis and soul of the "13th Five-Year" plan for guiding the textile industry, and the focus of the industry development will also revolve around these five points.

Innovation and development: throughout the industry

Sun Ruizhe pointed out that during the "13th Five-Year" period, the industry will make efforts to improve the innovation and development system, grasp the key to innovation and development, and cultivate three aspects of innovation and development.

In the aspect of improving the innovation and development system, we should further strengthen the construction of an innovative development system that combines enterprise as the main body, market orientation and production, study and research. The innovation chain should be deployed around the industrial chain, and the resource chain should be allocated around the innovation chain, so as to promote the docking of science and technology with the economy, the docking of innovation results with industrial application, the docking of scientific research projects with the actual productive forces, and the docking of personnel training with market demand.

Green development: contributing to beautiful China

Sun Ruizhe pointed out that green development means strengthening the construction of system and mechanism, perfecting the cleaner production system, developing green manufacturing technology, developing green textile products, strengthening resource recycling, implementing green consumption mode, deepening the connotation of social responsibility and expanding the scope of responsibility fulfillment.

In terms of system and mechanism construction, we must establish a market-oriented mechanism for energy saving and emission reduction, improve the cleaner production system, promote the construction of technology system, and finally achieve the whole industrial chain of green standards, green design, green production, green management, green logistics and green marketing.

In the development of green manufacturing technology, during the "13th Five-Year" period, we should research and develop advanced technologies for energy saving and emission reduction, and improve the level of green manufacturing in the whole industry chain.

The chemical fiber industry should focus on the development of organic ester extraction technology in polyester esterification wastewater, the key technology of coloring and on-line addition of raw liquids, and the integration of green pulping and pulp and fiber technology. The coordinated development of the international and domestic enterprises will lead the powerful textile enterprises to "go out" and form a competitive pnational industrial chain, leading the global resources integration of the advantageous enterprises and enhancing the high-end control ability of the value chain.

Enterprises should intensify their efforts in talent, production, culture, system and basic management.

During the "13th Five-Year" period, enterprises should be encouraged to develop bigger and stronger through horizontal and vertical integration, and develop a large number of enterprises with strong competitiveness.

Within the industry, the three major sectors of traditional textile industry are clothing, home textiles and industrial use.

Under the new situation, the internal structure of the textile industry can be summarized as the fashion industry plate represented by clothing and home textile brand, and the strategic emerging industry plate represented by high quality and high performance fiber, industrial textiles and high-end intelligent manufacturing, and the manufacturing sector that runs through the whole industrial chain.

We should further consolidate the basic position of the manufacturing industry in the textile industry, relying on the four major projects, namely, intelligent manufacturing, strong industrial base, green manufacturing and high-end equipment innovation, to improve quality, efficiency, pformation and upgrading, to meet the needs of the people, to stimulate related industries, to improve people's livelihood and to promote harmony. We should give full play to the leading role of cultural creativity and fashion elements in the textile industry, enhance the added value of products, foster industry growth points, promote product and service innovation, stimulate new business practices, enhance the national cultural soft power and fashion discourse power, highlight the strategic positioning of strategic emerging industries in the textile industry, and promote the development and application of high-performance fibers, intelligent manufacturing and industrial textiles to a high level.
